Melvin the mop-boy, after being tricked and harassed by the Tromaville town bullies, falls into a barrel of toxic waste which chemically alters his body and mind causing him an uncontrollable urge to fight and destroy criminals. <\/p>\n\n\n\n<!--more-->\n\n\n\n<p>Preposterous, silly, low budget, low humor brilliance.
